This position provides support to the proposal process to include writing, managing proposals, and responding to data calls.
This is a global position and could be remote.

Essential Functions:
The essential functions or tasks should state the purpose of the work and the results to be accomplished, rather than how the function is performed.

In more detail, the following specific actions relating to the Proposal Manager are required:

Proposal Management
Answering Data calls from teaming partners.
Analyze the Request for Proposal (RFP)/bid requirements to create the outlines, compliance matrix, schedule, subcontractor data calls, writers’ tools, kickoff brief, color review briefs, and other documentation.
Provide written contributions consistent with proposal strategy and themes to deliver responses to Government RFPs, RFQs, RFIs, and Task Order proposal requests.
Ensure a smooth flow of information and consistent messaging in proposals by proofing, editing, and rewriting all sections of proposals, oral and written presentations, client communications, and meeting documents as required.
Develop value propositions and unique strategies that produce deliverable results and ensure alignment with client business objectives.
Develop and submit questions to the government
Write and edit proposal for readability, consistency, and appropriate tone.
Collaborate with team to develop past performance proposal strategy solutions, and themes that support the win strategy.
Analyze data to ensure the relevancy of past performance to current requirements.
Describe clear, measurable benefits to highlight relevant past performance on similar contracts will produce results for the customer.
Responsible for editing and proofreading of proposal drafts and other related materials to ensure accuracy, clarity and consistency with company guidelines and standards and customer requirements.
Research and collaborate with subject matter experts and program managers on the most effective way to present program accomplishments.
Writes clear, persuasive and articulate proposal sections; translates program accomplishments into easily understandable text; rewrites and/or reviews proposal sections and related proposal documents.
Facilitate Pink, Red, and Gold Teams.
Repair documents after reviews, incorporating all comments and recommendations for improvement.
Maintain proposal library and databases.
Performs other duties as assigned

Required Education/Training:
Bachelor’s degree or equivalent experience in a related field
Ability to price highly preferred

Experience:
Ability to manage all phases of a project, (Initiate, Plan, Execute, Control, Close).
Must be flexible in adapting to deadlines, changing schedules, priorities and unpredictable events.
Exercises independent judgment in determining courses of action.
Meets proposal deadline by establishing priorities and target dates for information gathering, writing, review, and approval.
Ability to work effectively in a team environment.  3-5 years’ experience in progressively responsible administration and personnel positions, Strongly self-motivated.
Strong organizational skills with the ability to manage time and multiple priorities to completion.     Problem-solving skills with an ability to adapt to a rapidly changing environment.
Must be able to understand, review and submit reports, and work effectively with a broad range of people with a wide variety of skills and experience.
Must possess excellent verbal/written communication skills.
Must have excellent interpersonal skills and the ability to motivate staff and communicate clearly.
Must present professional demeanor and possess excellent skills with individuals at all levels of the organization.
Must be functional with Word, Excel, and Power Point.

Minimum Qualifications

Identify the minimum required skills, knowledge and abilities required to competently perform the job duties.
5-10 years’ experience with Bid and Proposal process for US Government.
Understanding of the Shipley process.
Proficiency with MS Office Suite applications.
Fluent in English.

Working Conditions:
This position may require unconventional work hours due to nature of proposals.

Unique/Additional Requirements:
Must be able to access all work locations, including government and private facilities.
Regularly requires intermittent sitting, standing, and walking. Requires constant use of hands and fingers to operate a computer.
