Job Description
Caliburn is currently seeking a Program Manager to support our Medical Service Support Mission in Baghdad, Iraq. The Medical Services Support in Iraq (MSSI) Program Manager establishes a clinically safe and professionally managed healthcare environment and provides primary health care as well as resuscitative surgical care in accordance with U.S. or equivalent medical standards on a 24-hour basis, 365 days of the year to Chief of Mission (COM) personnel U.S. Embassy Baghdad, serving a population of approximately 14,000 adults.

Duties:
The primary responsibilities of the Deputy Program Manager include the following:
The Program Manager (PM) receives authority from, and reports directly to the Senior Vice President/Chief Operating Officer and works with the customer to facilitate a supported and supporting relationship and partnership, and to work hand-in-hand to ensure that CHS provides the highest level of medical care possible.
Program Manager is responsible for the management of all personnel, administration, property/logistics/supply chain, and the necessary synchronization of CONUS and OCONUS assets for the support of the customer’s assigned mission and deliverables as detailed in basic contract and task order(s) Performance Work Statements (PWS).
Deliver the monthly status report to the Contracting Officer’s Representative (COR), other DOS offices as directed by the CO/COR, and the Company’s Operations Center.
Directs and supervises the PMO, Medical Staff and other members of the team and is accountable for delivering quality products and services to the customer.
Serves as primary interface with the customer, Contracting Officer Representative and other designated Government officials throughout the term of the contract and related task orders.
Ensures customer satisfaction by delivering quality service and effective solutions to emergent conditions.
Plans, and executes all contractual service requirements.
Prepares, and manages program budgets, schedules, and achieves all performance requirements.
Directs program activities in accordance with the contract and Task Order PWS.
Maintains or coordinates IT, radio and telephonic communication, transportation and other support services capability that are provided by the customer, customer contractors and others to ensure no interruption in service to the customer.
Establishes and maintains patient tracking processes and procedures that will account for patient locations with the program health care delivery network.
Coordinates with the customer, customer contractors, customer facilities and capabilities (e.g., Medevac, Warehouses) to ensure mutual, timely support.
Provides direction and guidance to all program staff.
Manages the quality programs of business partners, subcontractors, services contractors, and suppliers supporting the program.
Provides Corporate and customer management with timely, transparent and accurate information to assess program performance.
Attends and participates in a variety of meetings and task force groups to improve quality and patient outcomes, communicate issues and solutions, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
Implements emergency or mass casualty plans and achieves rapid recovery of medical support services in the event of an emergency, natural disaster or other calamity.
Assists with the managing of day to day activities and prioritizing tasks.
Other duties as assigned.

Job Requirements

Qualifications:
Bachelor’s Degree in Health Services, Health Care or Hospital Administration or related field. MBA, or MS in Health Care/Hospital Administration or the equivalent is highly desirable.
Minimum 10 years of progressively program or project management experience.
10 years progressively responsible healthcare delivery leadership preferred
Data Analyst experience, SQL or SAS preferred.
Certification or experience related directly to International programs, Healthcare, Hospital care or an advanced degree (e.g., PhD, MD, CPA or LLB) are highly desirable.
Experienced Licensed Medical Provider preferred.
Proficiency with computer and common office equipment, as well as with MS Office products required.
Must be able to perform duties in a stressful and high paced environment.
Location of services may at times be in remote, austere or challenging environments.
Ability to adapt to sudden changes and flexibility in work requirements to include potential shift changes based on operational needs and/or command priorities.

Requirements:
Must have a current U.S. passport.
All U.S. Personnel must attend Conus Replacement Center (CRC) Training.
Ability to obtain a U.S. Government Clearance.

Physical Requirements:
Must meet pre-deployment physical exam requirements.
No conditions that would prevent the wear of personal protective equipment; including protective mask, ballistic helmet, body armor and chemical/biological protective garments or conditions that would prevent the capability of donning, lifting or carrying of up to 70 lbs. of referenced gear while running to a bunker or protected area in the face of perceived or imminent danger.
Work involves sitting and standing for prolonged periods of time.
Location of services may at times be in remote, austere or challenging environments.
May require bending, stooping and lifting as required for patient care and transport.
