The Security Specialist is responsible to prepare and maintain security files for the Caliburn Security Department, to oversee the needs of the MFLC program. This position requires knowledge of security, communication with credibility, confidence, and experience with maintenance of documentation and follow-up skills. The Security Specialist ensures proper Personnel Security procedures are followed in accordance with the National Industrial Security Operating Manual (NISPOM), Intelligence Community Directives, company policies and government regulations. The Security Specialist will work within Caliburn to effectively assist and provide guidance with the processing of all investigations and clearances. Performs with consistent accuracy, efficiency, and effectiveness. Interacts daily with healthcare professionals, Caliburn employees and managers. The Security Specialist reports to Security Manager.
All services shall be provided in accordance with established standards, principles, and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.

This position is notional and contingent upon contract award.
•Exercises judgment within generally defined precedents and policies to analyze issues; develops and/or provides solutions to applicants, employees, and vendors on appropriate action(s) regarding the MFLC program
•Submits completed Security Packets to the applicable customer agency, coordinates with staff regarding any follow-up requirements; liaises between the agency and the candidate throughout the process to completion; communicates progress to internal stakeholders as needed
•Initiates and makes requests to the government for Electronic Questionnaire Investigation Processing (eQIP) and other forms as delineated by contract needs and government requirements
•Responds to a variety of inquiries of varying complexity by using knowledge of the National Industrial Security Program (NISP) and an understanding of established policies, procedures, and practices for safeguarding National Security Information
•Handles issues elevated within MFLC Contract to help to bring closure to issues/roadblocks for submittals and adverse responses
•Facilitates the Security Clearance application process for MFLC employees applying for clearances or background checks
•Ensures and maintains up to date security roster of MFLC counselors for the MFLC Clinical Manager (CM) to make placement decisions
•Relies on research (via internet), cognitive reasoning and follow-up skills to process clearance paperwork, fact-checking information provided by candidates to verify and document their responses, ensuring their applicability and feasibility
•Advises candidates on the mitigation of issues with their paperwork or the various parts of the clearance process (related to requests for further information or adverse responses from the client agency)
•Exercises superior customer service skills, discretion, confidentiality and candor in communicating with applicants on all aspects of the process to include all types of sensitive information
•May participate in interdepartmental project groups or task forces to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, contract awards, and new policy requirements
•Under limited direction, this position is also responsible for administering security procedures for unclassified and/or proprietary materials, documents, and equipment for an assigned area(s)
•Processes requests for reinstatement of clearances or periodic re-investigations as applicable
•Supports security efforts offsite as necessary; minimal travel may be required to fulfill contract objectives
•Organizes, plans, prioritizes, and manages time effectively to complete assignments
•Proactively multi-tasks on a variety of tasks; provides thorough work while maintaining a sense of urgency based on client needs for employee’s services
•Creates, maintains, and protects employee security documentation in accordance with government and company guidelines
•Maintains abreast knowledge, licenses, certifications, specialized training and skills gained within security industry obtained through education and experience to ensure compliance with all security rules and regulations and to coordinate compliance functions; as well as act as a liaison between functional areas, including training
•Responsible for ensuring integrity and security of all privacy laws
•Responds to a variety of inquiries of varying complexity by using knowledge and an understanding of established policies, procedures, and practices for safeguarding information (HIPAA, PHI, PII); including maintaining confidentiality of all company proprietary information
•Relies on research, cognitive reasoning and follow-up skills to complete tasks, fact-checking information to verify and document information, ensuring applicability, feasibility and data integrity
•Proactively multi-tasks on a variety of assignments; provides thorough work while maintaining a sense of urgency based on program needs
•Maintains professionalism, ethical standards, discretion, candor, privacy and confidentiality of all company proprietary information, meetings, communication, and documents; including implementation of policies and procedures consistent with those of the organization
•Accountable for and maintains a positive attitude and work culture with high motivation to achieve and excel in decision making, strong communication skills, and innovative problem-solving skills in line with organizational values

Job Requirements
•High School Diploma
•Must have at least five (5) years industrial security or security clearance processing experience
•Strong interpersonal skills and ability to effectively communicate with all levels of employees to include superiors, colleagues, and individuals inside and outside the company
•Experience in processing incoming and outgoing visit requests and certifications through the Joint Personnel Adjudication System (JPAS), DISS, or in letter format, as appropriate
•Strong working knowledge of JPAS, OPM, e-QIP, DISS, and SWFT
•Experience in processing DOD and/or DOS SF-85, SF-86, periodic reinvestigations in accordance with federal regulations and contractual requirements
•Demonstrates commitment to providing superior customer experiences and professionalism with a service-oriented attitude in accordance with principles of professionalism and respect
•Familiarity with fingerprint capture and review
•Relies on experience and judgment to plan and accomplish goals
•Must have the ability to effectively elicit/provide information to and from appropriate individuals (including but not limited to Supervisors, Directors, Co-Workers)
•Strong analytical and problem-solving skills
•Strong skills with computer and common office equipment to include MS Office and other proprietary databases
•Must be able to multi-task, be detail-oriented, be organized, and have superior verbal, written, presentation, and communication skills to include good punctuation, spelling, grammar and attention to detail
•Desire to work in a dynamic team environment that encourages innovation and contribution

•Ability to remain calm and composed under stress
•Flexibility to operate on different shifts based on work demands
•Be able to pass and maintain all required background/suitability checks required by the contract
•Must complete all training as required by the contract
•Fluent in English language (reading, writing, and speaking)
•Possess a current and valid U.S. state/territory vehicle operator’s license
•Must have a current U.S. passport

Preferred Qualifications
•Experience in Civilian Defense, Military or Human Resources
•Experience working in a government contracting environment both CONUS and OCONUS
•Willingness to travel both in the U.S. and internationally
•Prior military service/military family member and/or strong familiarity with military culture

Physical Requirements and Working Conditions
•Adaptability and flexibility to sudden and dynamic change management requirements; evolving work requirements may include potential shift changes based on operational needs and/or command priorities
•Location of services may at times be in remote, austere, or challenging environments
•Work is normally performed in a typical interior/office work environment
•Work may involve sitting for prolonged periods of time with high volume screen use
•Due to varied current global health climate, additional personal protective equipment (PPE) guidelines may apply. Employees may potentially be working in an environment supporting the medical response to an emergency health crisis created by a highly infectious disease, COVID-19
•Due to security concerns in specific work locations, it may be mandatory to wear PPE to include body armor, facemasks, and other hazardous protective equipment as required
