The Deputy Program Manager is responsible for the coordination, oversight, planning, and overall operational performance of a designated regional network as required for the CVC. The Deputy Program Manager will work closely with all team members within their assigned region to plan ways to improve the operations and services provided to the client and provide clear directives for employees. The Deputy Program Manager maintains oversight of logistics, subcontractors, and training in the support of site and regional operations. The Deputy Program Manager will work to effectively assist the Resource Coordinator and ensure contractual requirements are met at each designated site. Interacts daily with healthcare professionals, Caliburn employees and managers on the CVC program. The Deputy Program Manager reports to the Resource Coordinator.

Responsibilities and Duties
Assists and serves as alternate interface with the customer, Contracting Officer Representative, and other designated Government officials throughout the term of the contract and related contract requirements
Forms part of the Project Management Office (PMO) to provide ongoing support for agency wide development of programs, program expansion, special projects, and strategies for growth
Assists with the implementation of all policies and procedures related to COVID-19 vaccine operations, corrective action plans, deployment infrastructure plans, and after-action reports
Assists with management, direction, administration, quality assurance, risk management and leadership for the execution of the contract
Consults with Project Management Office (PMO), executives, and business unit leaders on ideas for advancing strategic objectives, improving organizational performance, and meeting customer needs
Assists with the oversight of data management and analysis processes and the associated deliverables including reporting organizational and/or program trends
Ensuring execution of all work assignment logistics (to include housing – as applicable, and travel needs) to meet assignments are completed and coordinated with the applicable stakeholders’ POCs per worksite
Ensure efficient and effective execution of operational procedures and processes to follow contract requirements, high quality of services, to enable successful contract execution
Performs audits of programmatic procedures to ensure proper monitoring, management, and compliance with policies and procedures.
Collaborates with other PMO staff to support the establishment and monitoring of assigned regional facilities
Provides guidance and direction to employees to ensure mission success and compliance with contract policies and procedures, state, and Federal regulations
Provides information tracking and reporting for quality assurance, metrics, reports, and data; ensuring the gathering and reporting is in accordance contract deliverables/metrics reports
Manages work quality, and quantity, of employee productivity
Applies, maintains, and enforces all CHS/Caliburn policies and procedures and/or assists in development and implementation of new procedures tailored to the program needs
Responsible for the management of property, logistics, supply chain, and the necessary synchronization of assigned regional assets for the support of the customer’s assigned mission and deliverables to support continuous, full operational capabilities
Coordinates management solutions with PMO and Corporate Resources such as: Recruiting, Credentialing, Finance, Travel, Security, Human Resources, Contracting, and other shared services
Ensuring compliance with credentialing, education, security, and training of personnel in accordance with contract standards
Provides mentoring and accountability of supervisors and staff, as needed, to ensure quality service
Applies strong business acumen in understanding and applying general business principles to financial and management concepts on the contract
Responsible for ensuring integrity and security of all privacy laws
Responds to a variety of inquiries of varying complexity by using knowledge and an understanding of established policies, procedures, and practices for safeguarding information (HIPAA, PHI, PII), including maintaining confidentiality of all company proprietary information
Relies on research, cognitive reasoning and follow-up skills to complete tasks, fact-checking information to verify and document information, ensuring applicability, feasibility, and data integrity
Proactively multi-tasks on a variety of assignments; provides thorough work while maintaining a sense of urgency based on program needs
Maintains professionalism, ethical standards, discretion, candor, privacy and confidentiality of all company proprietary information, meetings, communication, and documents, including implementation of policies and procedures consistent with those of the organization

Job Requirements
Bachelor’s Degree and a state license and graduate of Accredited Medical Assistant Program or an active Project Management Institute (PMI) Project Management Professional or PMI Project Management Professional (PMP®) Certification
Five (5) years’ experience in organizational effectiveness and operations management
Demonstrated strong analytical and problem-solving skills, experience managing programs directly related to business planning processes that drive improvements in contract administration, service, cost, scope, scheduling, systems, or other areas as deemed necessary, and logistical planning experience
Able to readily deploy and assist in the establishment of a new program expansion or relieve a currently deployed employee
Ability to research and analyze problems, identify solutions, and take appropriate action to resolve problems using independent judgment and decision-making processes.
Ability to work independently and collaboratively
Ability to develop tools, monitor, and formulate reports for the continuous improvement of long-range goals and objectives
Strong interpersonal skills and ability to effectively communicate with all levels of employees to include superiors, colleagues, and individuals
Proficiency with computer and common office equipment, to include MS Office products and other proprietary databases
Must be able to multi-task, be detail-oriented, be organized, and have very good verbal and communication skills to include good punctuation, spelling, grammar, and attention to detail
Desire to work in a dynamic team environment that encourages innovation and contribution
Demonstrates enthusiasm, active engagement, motivation, and direction to achieve success
Ability to remain calm and composed under stress
Flexibility to operate on different shifts based on work demands
Be able to pass and maintain all required background, suitability, and credit checks as required by the contract
Must complete all training as required by the contract
Fluent in English language (reading, writing, and speaking)
Possess a current and valid U.S. state/territory identification
Willingness to travel in the U.S. as needed

Preferred Qualifications
Graduate degree in Social Work, Psychology, Sociology, Education, Public Health Administration, Business Administration, or other relevant behavioral science
Five (5) years of management or supervisory experience
Bi-lingual in English and Spanish or other languages (reading, writing, and speaking)
Prior high-volume patient care experience, to include hospitals, clinics, and other medical service provision
Experience working in a government contracting environment

Physical Requirements and Working Conditions
Adaptability and flexibility to sudden and dynamic change management requirements; evolving work requirements may include potential shift changes based on operational needs and/or command priorities
Location of services may at times be in remote, austere, or challenging environments
Work is normally performed in a typical interior/office work environment
Work may involve sitting for prolonged periods of time with high volume screen use
Ability to ascend/descend stairs and occasionally lift up to 20 pounds
Due to varied current global health climate, additional personal protective equipment (PPE) guidelines may apply. Employees may potentially be working in an environment supporting the medical response to an emergency health crisis created by a highly infectious disease, COVID-19
Due to security concerns in specific work locations, it may be mandatory to wear PPE to include body armor, facemasks, and other hazardous protective equipment as required
