The Medical Services Support in Iraq Program Manager establishes a clinically safe and professionally managed healthcare environment and provides primary health care as well as resuscitative surgical care in accordance with U.S. or equivalent medical standards on a 24-hour basis, 365 days of the year to Chief of Mission (COM) personnel U.S. Embassy Baghdad, serving a population of approximately 6,600 adults.

The Property Book Manager reports to the MSSI Program Manager and will be supervised by the MSSI Director of Logistics. They will coordinate closely with the Medical Maintenance group, Site Leads and CONUS Program Support personnel to ensure mission readiness. The Property Book Manager is responsible for coordinating activities that ensure traceability and accountability throughout the life cycle of US Government (USG) Property in accordance with FAR 52.245-1, Industry Leading Practices and/or Voluntary Consensus Standards.
The Property Book Specialist will oversee standardized procedures for receipt, storage, issue, packing and shipping, care, inspection, quality control, segregation, inventory control, requisitioning, preservation, salvage, and disposition of USG Property.
All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.
Required Certifications, Qualifications and Experience:
Knowledge/experience of managing USG Property under provisions of FAR 52.245-1.
A minimum of a high school education, Associates Degree is preferred and a Bachelor’s degree is highly desirable
Three or more years of progressive property book experience is preferred
Experience in managing property at an OCONUS location is preferred
Experience managing logistics support for diverse projects.
Past supervisory experience in transportation, supply, supply chain management and warehousing is preferred.
Excellent written and oral communication skills.
Strong team-building and team-member skills.
Have and maintain current certification in Cardio Pulmonary Resuscitation (CPR).
Participate in training, (including HIPAA training)
Duties and Responsibilities:
Ensure full compliance with SOW Property Book Management requirements.
Assist the Director of Logistics and the Chief of Medical Maintenance in the development and implementation of procedures to cover the life cycle of USG and/or CHS property in accordance with Industry Leading Practices and CHS Property Management Plan.
Ensure adequate record keeping and maintenance of an automated system for traceability and accountability of durable assets from original acquisition through final disposition via salvage or consumption.
Assist with inventory management and functional guidance to supply support activities.
Cross level assets to cover surge requirements.
Develop and implement record keeping processes.
Work closely with the CONUS Program Support office to ensure all equipment is acquired and delivered to the end user on time.
Provide recurrent training to all Logistics personnel and designated custodians at the outlining sites in all areas of property control.
Provide oversight to ensure clerical, administrative and logistical support, involving property functions, working within the limits of CHS Standard Practice.
Maintain and update manual and computerized property inventory records and assist with the monitoring and control of equipment to include maintenance and calibration.
Perform physical inventory of property and equipment and update accountability records as needed to include annual hand receipts and location/custodial transfers.
Prepare monthly, quarterly and annual property inventory reports as required by the Contracting Officer.
Prepare investigation reports for incidents of Lost, Damaged, Destroyed and Theft of USG and/or CHS property.
Prepare letters of disposition and compile required documentation to dispose of excess/condemned property as directed by the USG.
Develop and implement processes to account for, monitor and protect sensitive equipment.
Assists with the managing of day to day activities and prioritizing tasks.
Operates personal computer to access e-mail, electronic calendars, and other basic office support software.
Complies with all applicable CHS standards and guidelines.
Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
Maintains the highest regard for patient dignity and observe the precepts of the American Hospital Associations Bill of Rights for patients.

Other Requirements:
Must have a valid, current U.S. Driver’s License
Must have a current U.S. Passport.
Must sign a CHS Foreign Service Agreement (FSA) and is bound to the terms and conditions of the FSA.
Shall be proficient in the ability to speak, write and communicate in English.
Work hours are based on a 72 hr. work week; typically six 12 hour days but other variations may apply.
Requires a favorably adjudicated Moderate Risk Public Trust (MRPT) investigation conducted by the Department of State, Bureau of Diplomatic Security.
Shall attend a Pre-deployment Counter Terrorism training course prior to deployment to Iraq.
Physical Requirements:
Must be confirmed by a medical examination to be “medically and dentally fit” in accordance CHS Medical Readiness Guidelines and Policies and/or as dictated by the Client.
No conditions that would prevent the wear of personal protective equipment; including protective mask, ballistic helmet, body armor and chemical/biological protective garments or conditions that would prevent the capability of donning, lifting or carrying of up to 70 lbs. of referenced gear while running to a bunker or protected area in the face of perceived or imminent danger.
Work is normally performed in a typical interior/office work environment; travel in Iraq is required by surface or air.
The climate is desert-like, hot, and prone to dust storms.
