Summary
PM-DDTC is responsible for regulating the Arms Export Control Act (AECA) and its’ implementing regulation, the International Trafficking in Arms Regulations (ITAR). This position is in The Office of Defense Trade Controls Policy (DTCP), Country and End-User Analysis (CEA) division. CEA manages DDTC’s Blue Lantern end-use monitoring program and works with U.S. intelligence and law enforcement agencies on researching illicit defense trade activities and trends and reviews foreign person visa requests with potential export control implications.
Essential Duties and Responsibilities
Includes the following:
Employs mastery of a professional field to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods.
Makes decisions or recommendations significantly changing, interpreting, or developing important public policies or programs.
Isolates and defines unknown conditions, resolves critical problems, or develops new theories.
Provides products or services that affect the work of other experts, the development of major aspects of administrative or scientific programs or missions, or the well-being of substantial numbers of people.
Releases Watch List holds in a timely manner.
Monitor and research foreign export control systems and countries’ export/import trends related to munitions.
Aid in the production of Direct Commercial Sales (DCS) “Country Reports.”
Provides guidance to Post on implementation of Blue lantern checks
Develops short notice reports on foreign export control systems and countries’ export/import trends related to munitions.
Initiates, drafts, and assembles Direct Commercial Sales “Country Reports.”
Initiates Blue Lantern checks, including drafting and clearing cables, with little to no edits required from team lead.
Provides input into papers drafted by other State offices with little to no edits required from team lead.
Drafts papers with little to no edits required from team lead.
Oversees organization of EUM training and outreach events.
Supports briefings to senior USG personnel, foreign government officials, industry, and the Hill with advanced knowledge of U.S. defense trade controls.
Leads in planning and implementing new policies, regulations, and legislation associated with arms transfers, regional security, confidence-building measures and related political-military issues.
Independently prepares briefing materials for senior Department officials to support meetings with foreign officials, U.S. government counterparts, and representatives of non-governmental entities, based on specialized experience in this area.
Education and Experience
Bachelor’s Degree (or higher) in International Relations, Political Science, or related field of study.
International experience in the areas of Political Military Affairs, Economics, and/or Intelligence required.
Five (5) years of experience in a related career field.
Knowledge, Skills, and Abilities
Active TOP SECRET Clearance
Successfully pass a federal background check and a drug screen.
Excellent verbal and written communication skills.
Excellent organizational skills including the ability to manage multiple projects consistent with established timeframes.
Excellent ability to synthesize information and develop recommendations for management based on an analysis of the information.
Excellent judgment and ability to work with minimal supervision.
Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
Has working knowledge of Microsoft Office Suite programs.
Temporary Note: On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden’s COVID-19 vaccine mandate for federal contractors (EO 14042). Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement.
