Summary
Cherokee Nation Businesses is seeking an Engineer Project Manager to serve as the US Air Force’s advisor and rep for Military Construction (MILCON) and large Sustainment Repair and Modernization (SRM) projects in Guam, the Commonwealth of Northern Mariana Islands (CNMI), and other western Pacific locations.
Candidate will work as an integral part of our company’s and the Air Force’s design and construction team to provide technical reviews, day-to-day management of the design and construction process, and proactive engagement with agents and stakeholders.
Clients include the Air Force Installation Mission Support Center (AFIMSC) Det 2, the Air Force Civil Engineer Center (AFCEC), Naval Facilities Engineering Command (NAVFAC), Pacific Air Forces (PACAF), among others.

Essential Duties and Responsibilities
Provide on-site management of large construction projects ($5M to $400M) as “owner’s representative”.
Proactively communicate with agent, installation- and headquarters-level personnel, and a wide variety of stakeholders to identify and resolve project issues and document results.
Provide daily, weekly, monthly reports. Identify actions needed and follow up to ensure and document completion.
Provide cost estimates and schedule analysis for a wide variety of military-related projects such as airfield pavements, utility systems, fuel systems, aircraft hangars, administrative spaces, warehouses, munitions igloos, security barriers, extensive earthwork, MEC, and environmental and natural resource management.
Review/analyze UFCs, AFIs, and other guidance documents applicable to design and construction of vertical and horizontal facilities.
Perform other job-related duties as required.

Supervisory/Management Authority
This is not a supervisory position, but will require providing mentorship, peer review assistance, and technical and professional leadership to colleagues including Cherokee, other contractors, and government personnel.

Education and/or Experience
Bachelor’s Degree in relevant field (in some cases experience may be substituted for the degree requirement); engineering degree preferred. PMP is a plus.
At least three years of relevant experience working with US military/DoD facilities and requirements, preferably with the US Air Force or NAVFAC.
Experience with complex facility design/construction projects, and/or project challenges such as conflict resolution, claims management, etc. is a plus
Experience at a US military headquarters-level organization on MILCON or similar programs is a plus.
Experience with Architectural & Engineering (A&E) companies and contracts is a plus.
Experience with construction cost and schedule estimating is a plus.

Knowledge, Skills and Abilities
Ability to obtain and maintain a Public Trust clearance.
Successfully pass a federal background check and a drug screen
Specific knowledge of DoD construction processes.
Familiarity with UFCs and/or MILCON acquisition processes.
Track record of working collaboratively with clients/customers to identify issues and solve problems.
Familiarity with Air Force and industry software tools for project data, reports, cost estimating, and scheduling.
Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to on-base facilities.
Excellent English communication.
Excellent computer skills.

On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden’s COVID-19 vaccine mandate for federal contractors. Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement.

Work Environment
Office environment on US military base (Andersen AFB).
This is not a remote position. Relocation not provided.
Off-base travel will likely include occasional trips to projects in CNMI or the western Pacific region. Some local travel required, mainly on Andersen AFB.
