Summary
The Office of Emergency Management (OEM), Plans and Policy Division (PPD) needs an Emergency Planning professional to provide a broad spectrum of planning support to OEM leadership in developing presentations, providing awareness of and assistance on overall department and bureau policies; as well as provide expert advice on the broad range of cross-cutting issues that impact the programs for which OEM is responsible.

Essential Duties and Responsibilities

Includes the following:
Support the lifecycle of a comprehensive emergency management exercise program
Assist the planning and design phases to intra and inter-agency, and, national level exercises by preparing and disseminating products such as the Exercise Plan (EXPLAN), Controller/Evaluator (C/E) Handbook, Master Scenario Events List (MSEL), player briefings, and After Action reports/Corrective Action Plans (AAR/CAP) in the Homeland Security Exercise Evaluation Program (HSEEP) format
Apply creativity to design, conduct, and maximize participation in emergency exercises
Develop comprehensive emergency response and recovery plans to ensure DOS is integrated into in all facets of the emergency action plans lifecycle as required in current policies and authorities in DOS and USG
Support webinar-based exercises
Formulate evaluation guidance and post exercise evaluation reports
Recruit, select and train volunteers to serve as exercise controllers and evaluators
Provide expert technical assistance to bureaus and offices for exercise planning and execution
Support the development and implementation of a Multi-Year Strategy and Program Management Plan for the training and exercises
Direct interagency drill exercises ranging from facility, Office and Bureau levels to full-scale Departmental exercises.
Instrumental in developing playbooks for use by customers to conduct and execute their own emergency exercises
Assist in the implementation of annual exercise and training and staffing plans
Schedule and assist in the execution of all levels of training and exercise administration
Provide expertise, guidance, consultation, and facilitation for the Department by planning, designing, executing, and evaluating exercises and providing exercise related products
Develop, review, coordinate, and implement annual exercise and training plans
Represent Training and Exercise functions in various meetings and activities by preparing impact statements, briefings, and other forms of correspondence
Conceptualize, develop and implement broad range of emergency drills and exercises to test existing DOS domestic emergency plans that include tabletop exercises, notification drills, facility evacuations and shelter in place drills.
Represent the Department at/with external agencies on major large-scale emergency management project initiatives and emergency response efforts
Stand watch at operations centers, to include sending out emergency alerts and notifications

Education and Experience
Bachelor’s Degree
Three years experience in Emergency Management or continuity of operations

Knowledge, Skills and Abilities
Active TOP SECRET with ability to obtain a TOP SECRET/SCI
Successfully pass a federal background check and a drug screen
Expert writing skills and ability to write under pressure with short deadlines
Expert knowledge of a wide range of qualitative and quantitative methods and procedures to investigate and evaluate facts and trends related to domestic emergency initiatives and the preparation of appropriate responses
Expert project management methodologies to develop and manage key project management elements
Solid analytical ability and foresight needed in the identification and effective resolution of program issues
Knowledge of ES National level policy, including the Post-Katrina Emergency Management Reform Act of 2006; Executive Order (E.O.) 12656, Assignment of Emergency Preparedness Responsibilities; National Exercise Program; National Security Presidential Memorandums, and the suite of deliverables in the formerly known as Presidential Policy Directive-8 National Preparedness
Knowledge of Homeland Security Exercise and Evaluation Program
Knowledge of general MS Excel (or other applications) spreadsheet utilization to capture and analyze data
Knowledge of MS Office Suite products
Pursuant to U.S. Presidential Executive Order 14042, Cherokee Federal is now requiring that all employees be fully vaccinated for COVID-19 by December 8th and going forward. Prospective employees will fall under this requirement and proof of vaccination will be required for on-boarding, should you be selected. Limited exemptions for religious or medical reasons will be considered.

Temporary Note: On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden’s COVID-19 vaccine mandate for federal contractors (EO 14042). Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement.
