Summary
The Office of Emergency Management (OEM), Plans and Policy Division (PPD) needs an Emergency Planning professional to provide a broad spectrum of planning support to OEM leadership in developing presentations, providing awareness of and assistance on overall department and bureau policies; as well as provide expert advice on the broad range of cross-cutting issues that impact the programs for which OEM is responsible.

Essential Duties and Responsibilities

Includes the following:
Facility Emergency Action Plan (FEAP) Support
Critically review the Department’s current FEAP and procedures and develop recommendations for addressing needed enhancements and updates.
Support the development and implementation of a Multi-Year Strategy and Program Management Plan for the plans
Support or lead planning efforts for operational/event specific plans
Provide expert policy and procedural guidance on EAPs for domestic Department of State facilities
Develop facility-specific knowledge of geographic area conditions through research and familiarization visits
Conduct comprehensive evaluations of EAPs for validity and conformity
Ensure plans adequately account for facility-specific nuances that will impact preparedness and responses
In coordination with the Training and Exercise Team, works with Facility leadership team (Designated Official, Facility Security Committee (FSC), Facility Emergency Action Plan Coordinator) to develop appropriate training, drills, and exercises to test EAPs
Critically review the duties, training, and activities of the FSC to ensure the program meets Department policy guidelines
Ensure EAPs meet mandatory compliance requirements with established policies and procedures.
Conduct on-site visit to evaluate the effectiveness of the FEAP program, in coordination with Designated Official and FEAP Coordinator
Critically analyze program deficiencies, develop, and implement planning and evaluation tools and processes to ensure the effectiveness of program operations in attaining OEM goals and objectives and present findings on most complex and significant obstacles to program development
Provide briefings to facility personnel and other stakeholders on EAP programs as requested
Formulate and coordinate program initiatives, provide expert advice and program assistance, and prepare and coordinate responses to various tasks and assignments from leadership
Coordinate the requests for emergency planning for individuals who submit a DS-4126, “Emergency Planning Requests for Employees with Disabilities”
Plan, organize, and carry through to completion OEM high profile, controversial mission critical program activities of significant breadth and intensity
Represent the Department at/with external agencies on major large-scale emergency management project initiatives and emergency response efforts
Stand watch at operations centers, to include sending out emergency alerts and notifications

Education and Experience
Bachelor’s Degree
Three years experience with Emergency Management or continuity of operations

Knowledge, Skills and Abilities
Active TOP SECRET with ability to obtain a TOP SECRET/SCI
Successfully pass a federal background check and a drug screen
Expert writing skills and ability to write under pressure with short deadlines
Expert knowledge of a wide range of qualitative and quantitative methods and
procedures to investigate and evaluate facts and trends related to domestic emergency situations and the preparation of appropriate responses
Knowledge of general MS Excel (or other applications) spreadsheet utilization to capture and analyze data
Knowledge of general Emergency Management concepts
Knowledge of National level policy, including the Post-Katrina Emergency Management Reform Act of 2006; Executive Order (E.O.) 12656, Assignment of Emergency Preparedness Responsibilities; National Exercise Program; National Security Presidential Memorandums, and the suite of deliverables in the formerly known as Presidential Policy Directive-8 National Preparedness
Knowledge of Emergency Planning
Knowledge of MS Office Suite products
