Summary
The Office of Emergency Management (OEM), Plans and Policy Division (PPD) needs a communications professional to manage a broad spectrum of outreach tools to amplify the preparedness message for the Department of State.
Essential Duties and Responsibilities
Includes the following:
Support the lifecycle of a comprehensive emergency management exercise program
Manage the development of a communications strategy that amplifies the preparedness message
Formulate internal and external strategic communications outreach on behalf of OEM. Identify the applicable communication vehicles to use to disseminate the information.
Support and amplify participation in the National PrepareAthon! Activities and the DOS National Preparedness Fair
Collaborate with partners internally and externally to promote all-hazards preparedness, including for no-notice events, and continue to initiate employee preparedness events
Monitor and maintain OEM’s outreach social media accounts as part of Digital Engagement (Corridor, Diplopedia, Communities @ State, AskOEM, etc)
Support in drafting marketing and promotional products
Ensure OEM’s website (ePrepare) is a dynamic, up-to-date repository of all pertinent Department Preparedness information
Support the writing and posting of Department Notices to ensure all are completed on time with no errors
Support and maintain the OEM Emergency Preparedness Guides, which convey important emergency preparedness and emergency actions information that is easy to access
Support and participate in OEM sponsored speaking engagements. Support other OEM related outreach efforts
Formulate localized outreach materials for each roadshow highlighting important resources and preparedness topics specific to the region
Expert analyst on the effectiveness of communications regarding OEM programs and operations.
Represent the Department at meetings and develop and evaluate communication strategies to achieve effective communication outcomes
Represent the Department at/with external agencies including FEMA, DOD, DOJ, and the General Services Administration on major large-scale emergency management project initiatives and emergency response efforts
Stand watch at operations centers, to include sending out emergency alerts and notifications
Education and Experience
Bachelor’s Degree
Three years experience with Emergency Management or continuity of operations
Knowledge, Skills and Abilities
Active TOP SECRET with ability to obtain a TOP SECRET/SCI
Successfully pass a federal background check and a drug screen
Expert writing skills and ability to write under pressure with short deadlines
Expert knowledge of a wide range of qualitative and quantitative methods and procedures to investigate and evaluate facts and trends related to domestic emergency initiatives and the preparation of appropriate responses
Expert project management methodologies to develop and manage key project management elements
Solid analytical ability and foresight needed in the identification and effective resolution of program issues
Knowledge of ES National level policy, including the Post-Katrina Emergency Management Reform Act of 2006; Executive Order (E.O.) 12656, Assignment of Emergency Preparedness Responsibilities; National Exercise Program; National Security Presidential Memorandums, and the suite of deliverables in the formerly known as Presidential Policy Directive-8 National Preparedness
Knowledge of Homeland Security Exercise and Evaluation Program
Knowledge of general MS Excel (or other applications) spreadsheet utilization to capture and analyze data
Knowledge of MS Office Suite products
Pursuant to U.S. Presidential Executive Order 14042, Cherokee Federal is now requiring that all employees be fully vaccinated for COVID-19 by December 8th and going forward. Prospective employees will fall under this requirement and proof of vaccination will be required for on-boarding, should you be selected. Limited exemptions for religious or medical reasons will be considered.
Temporary Note: On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden’s COVID-19 vaccine mandate for federal contractors (EO 14042). Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement.
