Summary
Serves as the Regional Economic Officer for SCA/RA. To support NEA staff, including the Office Director, Deputies, unit chiefs, and other staff members.

Essential Duties and Responsibilities

Includes the following:
Supports the promotion and coordination of U.S. infrastructure and private sector-related developments in the Indo-Pacific.
In close coordination with other elements of SCA, monitors developments in South and Central Asia, providing timely assessments and analysis, and supports well-coordinated USG policy and program recommendations for presentation to the SCA/STA Director, Deputy Director, Senior Economic Officer and SCA Front Office.
As appropriate, and in accordance with Department guidelines regarding identifications of contractors (see, for example, Procurement Information Bulletin 2008-20), represents the Bureau and, as necessary, the Department in meetings and negotiations with other agencies, foreign governments and non-governmental organizations on issues in areas of expertise, with a particular focus devising new ways to promote the Indo-Pacific
Leads the development and implementation of efforts related to promoting Indo-Pacific development finance-related opportunities and infrastructure-related opportunities. As appropriate, provides guidance and recommends to Bureau employees and counterparts in other offices of the Department on relevant scientific and economic aspects of U.S. foreign policy.
Supports the liaising officer with counterparts in other bureaus and offices of the State Department and the U.S. government, the university community, international organizations, the private sector, and non-U.S. entities to ensure that infrastructure and development-finance related issues are taken fully into account when policy is formulated, developed, and implemented.
Helps establish and as needed, coordinate SCA participation in relevant regional and international forums and dialogues as well as development and implement an Indo-Pacific Development Financing Forum event in Spring 2019.
Interacts and meets regularly with technical expert counterparts from the World Bank, Asian Development Bank, OPIC, EXIM and other relevant entities.
Travels regularly to international conferences and meetings in order to offer technical expertise to U.S. efforts on related issues affecting the SCA region.
Helps establish and as needed, coordinates SCA’s participation in regional dialogues in areas of responsibility.

Education and Experience
Bachelor’s Degree or equivalent with two (2) years directly related experience, Master’s Degree or equivalent preferred.

Knowledge, Skills, and Abilities
Active SECRET Clearance.
Successfully pass a federal background check and a drug screen
Extensive expert knowledge of Department of State
Specific expert knowledge of Department of State regional bureau financial operations and processes.
Knowledge of Department of State financial systems.
Extensive experience in financial management of Department of State overseas missions.
Experience with Department of State cost reimbursement system for overseas administrative support services.
Working knowledge of personal computers and general administrative practices.
The contractor shall have the following skills:
Familiarity with Department of State operations and overall office management experience.
Experience working with the private sector and commercial-related agencies (OPIC, EXIM, USTDA) is high desired.
Ability to work under pressure and tight/short deadlines.

Pursuant to U.S. Presidential Executive Order 14042, Cherokee Federal is now requiring that all employees be fully vaccinated for COVID-19 by December 8th and going forward. Prospective employees will fall under this requirement and proof of vaccination will be required for on-boarding, should you be selected. Limited exemptions for religious or medical reasons will be considered.
Temporary Note: On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden’s COVID-19 vaccine mandate for federal contractors (EO 14042). Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement.
