Summary
Fuels Engineer Project Manager Facility/Infrastructure experience to serve as owner’s rep for Military Construction (MILCON) and similar projects in Guam, the Commonwealth of Northern Mariana Islands (CNMI), and other western Pacific locations. The right candidate will have experience in API Standards, UFC 3-460-01, and similar engineering requirements. Work as an integral part of the design and construction management team to provide day-to-day management of the design and construction process, and proactive engagement with government agencies.

Essential Duties and Responsibilities
Provide on-site quality assurance of large construction projects ($5M to $400M) as owner’s representative.
Candidate will work as an integral part of our company’s and the Air Force’s design and construction management team to provide day-to-day management of the design and construction process, and proactive engagement with NAVFAC, Air Force customers, AE and construction firms, 36 CES, and other government agencies.
Clients include the Air Force Installation Mission Support Center (AFIMSC) Det 2, the Air Force Civil Engineer Center (AFCEC), Naval Facilities Engineering Command (NAVFAC), Pacific Air Forces (PACAF), among others.
Provides on-site quality assurance of large construction projects as owner’s representative.
Proactively communicates with agent and stakeholders to identify project issues, propose solutions, discuss technical requirements, provide detailed analysis, and document results.
Provides daily, weekly, monthly reports. Follows up to ensure and document completion of action items.
Reviews/analyzes UFCs, AFIs, and other guidance documents, especially related to fuel facilities and operations.
Performs other job-related duties as required.
Proactively communicate with agent and stakeholders to identify project issues, propose solutions, discuss technical requirements, provide detailed analysis, and document results.
Provide daily, weekly, monthly reports. Follow up to ensure and document completion of action items.
Review/analyze UFCs, AFIs, and other guidance documents, especially related to fuel facilities and operations.
Perform other job-related duties as required.

Supervisory/Management Authority
This position does not have any supervisor or management authority

Education and/or Experience
Bachelor’s Degree in engineering preferred (experience and relevant degree may be substituted for the degree requirement). Certifications or PMP is a plus.
3 years of related experience working with fuel facilities plus some experience in airfield refueling systems, bulk storage, and fuel piping infrastructure.

Experience at a US military headquarters-level organization on MILCON or similar programs is a plus.
Experience with Architectural & Engineering (A&E) companies and contracts is a plus.

Knowledge, Skills and Abilities
Candidates must be US citizens
Selected candidate will be subject to a US federal and state government background investigation and pass a drug screen.
Selected candidate should have a valid US passport that its expiration date is more than a year from the time of arrival on the job.
Ability to obtain and maintain a US Air Force NACI/SF85 for unescorted access to on-base facilities.
Specific knowledge of construction processes.
Proven skills with US military headquarters-level organization on MILCON or similar programs is a plus.
Proven skills with Architectural & Engineering (A&E) companies and contracts is a plus.
Working knowledge of construction cost and schedule estimating is a plus.
Familiarity with fuel facility and infrastructure design, construction, or operations

Work Environment
Office environment on US military base (Andersen AFB).
Off-base travel will likely include occasional trips to projects in CNMI or the western Pacific region. Some local travel required, mainly on Andersen AFB.
