The Construction Manager’s primary responsibility is to plan construction projects and oversee their progress along the way in a timely and cost-effective manner. Responsible for budgeting, organization, implementation, and scheduling of the projects. Support the HHS Program Coordinators during the planning and execution phases of program expansion projects. Reports to the Vice President, Humanitarian and Immigration Services.
All services shall be provided in accordance with established standards, principles, and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.
Duties and Responsibilities:
•Establishes profitability goals and strategies to achieve them; manages and controls internal cost to ensure profitability.
•Manages and administers the Owner’s prime contract, subcontracts, or purchase order agreements.
•Works directly with the Owner’s prime contractor and its subcontractors to develop a detailed work schedule that can be used to effectively and efficiently plan the project as well as monitors progress/percent complete.
•Creates schedules with both costs and resources loaded.
•Responsible for clearly identifying critical completion milestones in the project schedule.
•Develops a comprehensive submittal/buyout register which identifies all long lead equipment, materials, and resources required to execute the work.
•Ensures that the prime contractor and all subcontractors submit a daily report at the end of each work day. The daily report will capture weather, major work activities, changes, deliveries, headcount, equipment, etc.
•Identifies potential risks and develops a comprehensive mitigation plan to overcome and address the risk.
•Prepares and coordinates project reports and drawing reviews for clients at all project phases including conceptual, schematic, design development, and construction phases.
•Oversees setup and administration of all business plans, estimate adjustments, cost control, and reporting.
•Chairs and schedules meetings, prepares agendas, develops and maintains master project budgets and timelines for each project and project phase to ensure overall objectives and client needs are met.
•Assists with pre-qualification process for bidders, develops and solicits responses to RFP's/RFQ's, assists the owner in selecting the appropriate project delivery method.
•Oversees the change management process; assists owners with development and implementation of design changes and project teams with analysis and recommendations regarding architect and contractor change order requests.
•Reviews all change orders before being sent to the owner and other relevant stakeholders.
•Reviews purchase requisitions, change orders, and other invoices associated with the project and advises and counsels the owner.
•Reports to the owner major problems and findings and results achieved along with specific, complete and comprehensive recommendations.
•Oversees projects through to project closeout; development and adherence to pre-construction schedules and construction milestones, accurate and timely tracking of submittals, RFI's and other critical project documentation, weekly and monthly reporting to the owner.
•Assists with development and review of all cost estimates; ensures cost estimates are being prepared at appropriate stages of design.
•Prepares and submits monthly status reports and cost projections, reviews for accuracy in coding and processing of invoices.
•Min. 15-years’ experience with significant experience as the Owner’s representative.
•Advanced knowledge of principles and practices of budgeting, accounting, and procurement in order to manage construction projects.
•Proficiency in MS office and scheduling software such as Suretrak, Project, or P6 with knowledge of the Critical Path Method (CPM).
•Ability to manage multiple projects at once with no decline in quality control.
•Excellent verbal and written communication skills.
•Travel will be required 20% of the time.
•Clean criminal background check.
•Clean child abuse and neglect or child protective services check (CAN).
•Certified Construction Manager (CCM).
•Army Corp of Engineers Construction Quality Management Certification (CQM).
•OSHA 40-Hr Certification or EM-385 40-Hr Certification.
•Commercial Construction Experience (New Projects & Renovations).
•Bilingual in English and Spanish.
•Establishes a comprehensive Quality Control Program which includes monitoring, inspecting, tracking, identifying issues in accordance with Federal, State, and Local codes and standards. Performs duties in a safe manner. Follows the corporate safety policy. Participates and supports safety meetings, training, and goals. Ensures safe operating conditions within an area of responsibility. Encourages co-workers to work safely. Identifies “close calls” and/or safety concerns to supervisory personnel. Maintains a clean and orderly work area.
•Supports active implementation of company initiatives to ensure compliance with OSHA VPP, ISO, JCAHO and other mandated regulatory or conformance regulations/standards.
•Ensure prime contractor and subcontractors actively support all safety initiatives, meetings, reporting, training, and goals.
•Work is normally performed in a typical interior/office work environment.
•Work involves sitting for prolonged periods of time.
•May require bending, stooping and lifting up to 15 lbs.
•Able to withstand changing environmental conditions with weather (rain, lightning, extreme heat and winds).
•Able to withstand and manipulate through construction areas, sports fields, etc.
