Salary Range: $124,565.00 To 160,000.00 Annually

The Compliance Manager develops, implements, and maintains all aspects of the Credit Union’s deposit, lending, and operations compliance programs. Under the direction of the SVP Operations and Compliance, the Compliance Manager is responsible for the effectiveness of the Credit Unions’ compliance program and its administrative activities.  Manages the BSA program. Has the knowledge and skills in all areas of federal and state credit union laws and regulations and is able to independently recognize risks and develop and implement cost effective compliance related solutions. Has knowledge and ability to oversee the Information Security Program if needed. Ensures compliance with all legal and regulatory requirements in Credit Union operations.  Monitors and communicates legislative developments and regulatory and legal changes.  Ensures Credit Union products and services meet legal and compliance requirements, and reviews and implements new regulations.  Responsible for monitoring and reporting compliance performance to management. Centralizes compliance activities with direction from the SVP Operations and Compliance. Designs and implements a comprehensive Compliance Management Program.

Provides on-going Subject Matter Expert advice and guidance with respect to consumer protection laws, compliance regulations, and industry trends and best practices impacting operations to business units. 
Monitors, assesses, and maintains compliance with lending, deposit, CRA, BSA and other applicable laws and regulations that govern deposits, operations, and lending, as well as professional standards, accepted business practices, and internal standards.
Identifies weaknesses and recommends solutions that increase the level of compliance without unnecessarily burdening business units.
Oversees the revision, preparation, and dissemination of new and updated compliance standards and procedures.
Implements strategies to meet evolving privacy requirements, e.g., the California Consumer Privacy Act (CCPA), and ensures alignment between security and data privacy compliance programs.
Files or oversees filing of all required compliance-related reports and documents with the appropriate federal or state agencies and responds quickly to all lawful requests for information from law enforcement agencies.
Monitors and analyzes regulatory trends and changes in regulatory compliance laws, rules, and regulations. 
Determines the applicability of regulations, advising senior management of the operational impact of such trends and changes.
Reports to SVP Operations and Compliance on areas of compliance weaknesses and other compliance related concerns and risks.  Reports regulatory matters, concerns, and overall compliance conditions of applicable departments, operations, or functions within the Credit Union. 
Oversees annual reviews of all Credit Union policies subject to compliance. 
Assist in managing the Credit Union’s Complaint Program, including reviewing, categorizing and responding to complaints as necessary from a compliance perspective. Monitor volume and trend of complaints received and assist in determining root cause and preventive and/or corrective action.
Evaluates and enforces internal controls as they relate to compliance issues.
Ensures applicable compliance reporting to federal and state regulatory agencies are complete and filed on a timely basis.                                                                                              
Works with the Regulatory Examiners during the compliance examinations and responds to any compliance issues noted in the examinations with oversight by the SVP Operations and Compliance.
Monitors and reviews proposed new laws and changes to current laws and regulations to determine potential impact on the Credit Union.
Implements new laws and regulations through dissemination of information and training to appropriate employees and provide written reports and summaries of new laws to EVP/Chief Operating Officer, SVP Operations and Compliance, and other members of senior management as necessary.
Oversees Board reporting on matters of compliance with direction from the SVP Operations and Compliance.
Reviews new programs and products and systems for compliance.
Assist in developing Forms and Disclosures as necessary. Review and approve all updates / changes to member facing forms and disclosures.
Serve as contact point for Credit Union Advertising Review and Approvals. This includes promotional arrangements, website advertising, written advertisements, social media advertising, radio/TV ads, etc.
Oversees CoastHills’ BSA/AML programs, which includes oversight of the applicable regulations, policies, procedures, training, and monitoring to support ongoing compliance efforts.
Maintains a thorough, current understanding of money laundering and terrorist financing issues, including policies, procedures, regulations, industry best practices, criminal activities and developing trends.
Supervises performance of annual BSA risk assessment to identify and measure BSA/AML and OFAC risks associated with products and services offered by the Credit Union.
Leads the Credit Union’s deposit operations compliance.  Ensures compliance with OFAC requirements.
Supervises the BSA Officer in ensuring accurate and ongoing reporting and compliance with BSA/AML and OFAC regulations in accordance with law, regulation, and supervisory requirements.
Oversees the preparation, ongoing review, and updates to BSA/AML and OFAC Risk Assessments for the Credit Union and meet with regulators assisting with questions related to BSA / AML, OFAC, risk assessments, and other regulatory items.
Performs annual BSA risk assessment to identify and measure BSA/AML and OFAC risks associated with products and services offered by the Credit Union.
Identifies weaknesses in practice and procedure and recommends solutions that increase the level of compliance without unnecessarily burdening business units.
Designs and builds regulatory compliance risk assessments and monitoring reports using mixed mode quantitative measures and qualitative methods to inform the company of its regulatory risk exposure and exposure to money laundering, terrorist financing and sanctions breaches.
Oversees the revision, preparation, and dissemination of new and updated compliance standards and procedures.
Supervises compliance training, compliance testing and reporting, disaster recovery, contingency planning, and records warehousing and destruction.
Develops and executes strategies to meet evolving privacy needs, e.g., the California Consumer Privacy Act (CCPA), Regulation P (Consumer Privacy), and ensures alignment between security and data privacy compliance programs.  Serve as point of contact for any resulting requests from consumers/members.
Collaborates on data security and privacy issues with the EVP/Chief Operations Officer, Information Security Officer and SVP Operations and Compliance with potential to oversee the Information Security Program if requested. 
Capability to design, implement and oversee a centralized Compliance Management Program.
Reviews and approves all compliance-related training and procedure content. Regularly attends and participates in in-house training as applicable.
Chair the Compliance Committee for assigned banking operational area(s); prepare meeting agenda, supporting materials and minutes.
Performs duties as assigned by management and may be assigned to work at any location.

Supervisory Functions 
Effectively and efficiently directs and supervises assigned employees, ensuring optimal performance.
Carries out supervisory responsibilities in accordance with Credit Union policies and applicable laws.
Supervisory duties include, but are not limited to, employee selection, training, coaching and discipline.  Verifies employee time records and employee performance.  Motivates, coaches, and evaluates assigned employees’ performance.
Establishes an environment that promotes teamwork and eliminates barriers to effectively working within the Department and across the Credit Union organizational structure.
Regularly schedules and conducts Department meetings to keep employees current on Credit Union goals, promotions, products, services, and activities.   Encourages participation and open communication.

The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience 
10 to 15 years of demonstrated deposit, lending, and operations compliance experience in a bank or credit union.
Minimum five years’ experience with BSA, including a previous role as a BSA Officer or equivalent.
Minimum three years’ supervisory experience preferred.

Certificates, Licenses and Registrations
CAMS - Certified Anti-Money Laundering Specialist
CRCM – Certified Regulatory Compliance Manager
CCBCO – Certified Community Bank Compliance Officer

Strong knowledge of relevant state and federal regulations.
Ability to work effectively with others at all levels of the organization, as well as with external partners including examiners and auditors.
Specialist BSA/AML/OFAC training.
Demonstrated management/administration of contracts to include complex, high value procurements.
Expertise in database utilization.
Experience in developing and reviewing financial and business plans.
Proficiency with MS Office required.

Ability to work independently.
Ability to travel, attend, and participate in meetings, seminars, and conferences held before and after normal business hours that may require unaccompanied long-distance travel and overnight lodging.
